an executive committee of three (as at Moscow), this latter body having absolute power, under Jacob Borodin, the "Adviser in Chief" to Red Southern China.

As an adjunct to this Council of Three the Russians formed a Chinese Strikers' Union, which was empowered to deal with all issues arising out of the anti-British boycott and blockade. It gives orders to the Government officials on all strike matters; it maintains a court of its own which can- -and has passed death sentences. Under this Strikers' Union is a force of "pickets" composed of 4,000 Chinese of the lowest class, many of them criminals, who are well paid.

A Russian naval officer, Seminoff, is in command of the Red fleet. He was formerly captain of the Russian gunboat Vorovsky (ex-Yaroslava), of the White Sea Fleet.

His ships maintain the river blockade against Chinese craft attempting to pass into British territory.

Altogether Canton contains about 159 Russian instructors of various kinds in addition to those now attached to the Red army in the field, and Russians of the peasant class who look after and repair arms.

STREAM OF MUNITIONS.

Communication between Canton and Vladivostok is now maintained by ships of the Soviet mercantile fleet, which advertises regular sailings in the Canton propaganda newspapers. These steamers bring supplies of all kinds. Although "Northern" Chinese warships are supposed to be patrolling the coast, no really effective supervision is maintained. Military equipment has been shipped in large quantities, including field guns, rifles, grenades, shells, and cartridges, and material for the erection of munition plants in Kwangtung.

The Chinese watch this steady inflow of Bolshevist munitions and men with extreme uneasiness, but they can do nothing. The Russians no longer even pretend to disguise their activities.

This parasitic organisation, feeding upon China, has no sympathy with Chinese ideals nor any desire to help her people. Its sole aim is to build up a great Red Soviet which will be the vassal of Moscow and a base for the attack on India.

SHANGHAI, December.

Russian agitators in Great Britain carefully camouflage certain of their principles, particularly those concerning the abolition of God and the establishment of "free love." Here in China they are less afraid of public sentiment.

Chinese Bolsheviks educated in the Moscow school of Communism have openly embraced "free love." A charac- teristic announcement taken from the Hing Kue Pao news- paper lies before me. It states:

1. We, Yang Tze-hua and Sung Chien-loong, beg to announce that from November 18, 1924, we have dissolved our mutual love.

2. We, Jui Taui-fah and Yang Tze-hua, beg to announce further that from November 18 we have formally united in the bond of free love.
